F1 - Budget Cost Cap - the outcome

If you're following F1 or have any interest in the sport you would be aware that there has been much discussion over the past week or so, up and down the paddock, saying that two teams breeched the 2021 Budget Cost Cap, one team with a minor infringement and the other with a significant breech.

The team with the minor infringement is suspected to be Aston Martin and the team alleged to have a significant breech is Red Bull Racing.

The report is due to be published today.

The reason this is making the F1 headlines is because in 2021 the drivers were in their final year of that style of car and if the teams went over the agreed budget for 2021, it could have had an impact on the 2022 season and onwards to 2023 as well in relation to the development of their cars.

If it is found that RBR did significantly exceed their budget cap, this might explain how their car is doing so much better this year (virtually no bouncing/porpoising in comparison to many others on the grid). They could (not saying that they should) have their 2021 championship removed from them, they could have a significant points deduction, their driver(s) banned from races and many other outcomes are available to the FIA in this regard.

I would like to clarify that this is not a RBR bashing thread.

What is your take on the situation and are you waiting for the report to be published?

Consider that Williams got a $25k fine for one of their third party auditors making a one page submission a couple of days late as part of their financial submission (everything else was submitted on time) but due to the complicated structure of this, that's why they were fined.

Waiting for the report. I read it was to do with them paying their staff when they were off due to covid or something like that?

well last year was the first year of the cost cap this is all teams being audited now and the results due apparently today

I just hope that if Red Bull are found to have broken the rules by a significant amount they are penalised in a sufficient manner. A fine or penalty points would just not be effective enough.

I won't be holding my breath for a fair penalty though

Haven't followed it closely but I'm betting on a fine larger than the overspend or a constructor's points deduction.

Turns out the report will be delayed until the 10th October.

This is the first time a Budget Cost Cap was introduced so the teams all had to submit their financial documents back in March for the 2021 season.
This report isn't even related to the 2022 (current) season. It relates to last season. That season 🤔

The question then @JenniferBarkley - which season do they apply the fine and/or constructors points deduction to? They didn't win the constructor's championship in 2021, Mercedes did.
Will the FIA stop RBR from claiming it this year (2022) instead? How will that precedent work for future years if someone else tried to pull the same stunt? I think it asks more questions than it answers at the moment and this is pure speculation.

They would deduct points from last year as it would make no difference, is my assumption. They won't touch the driver's championship and Twitter getting excited at that prospect is exceedingly naive IMO.

The other alternative is a large fine or reduction in future budget cap so as to limit development this year or next.

Report is due out today.

Wonder if the intervening few days has given the teams sufficient time to fix their budgets so that the overspend is hidden somewhere or am I being terribly cynical???

I think the latest delay was to allow creative accounting. I don't trust the FIA to handle anything fairly these days.

The stupid fines over drivers wearing jewellery or the wrong underwear Hmm should suggest that they'll be punitive over massive rule-breaking, but so often we've seen them be toothless when it comes to certain teams.

I think today will be a make or break day for the FIA.

If they don't come down heavy on whichever teams broke the budget cap, they'll be seen as weak and ineffective and unable to follow their own rules and guidelines for 2 years running.

I am refreshing internet pages to be able to read the outcome. What is the likelihood of the report being further delayed???

Looks like they didn't want their systems to crash because of all of the interest in this.

I think RBR overspent by over £1m, but as other teams have pointed out, that money means time advantage on the track which results in advantage in 2021, 22 and 23 at least.

Less than 5% of the $145m, apparently - so that could still be multi millions.....

As Lewis said the other day Mercedes could have done a lot with an extra £300,000 and changed the outcome of the 2021 championship. What's the point of the budget cap if RBR won't be held accountable. Everyone else seemed to manage to not overspend! I wonder if the exact figure will be revealed. The other teams will want to know!
