Photo ID

Hi all.
I have an adult DD who has a global developmental disability. I need to get her some photo ID sorted. Her passport expired a few years back and I don't really want to renew as it's expensive.
My question is, can I apply for a provisional driving licence for her, she will never drive, obviously I'll declare her disability, it will be used solely to establish her ID or does it have to be a passport or is there something else we can apply for. Thanks.

I'm sure I read somewhere that you can apply for some photo I'd to use for voting if you don't have a Passport or a Driving licence.

I'll see if I can find something out about it.

There's one you can apply for from Post Office I think for proof of age type photo ID or if it is for voting you can get a voters certificate or alternatively use a disabled person's bus pass.
