Yes, apply for PIP. Do you receive UC for DD? If so, work out whether DD (or someone as her appointee) is better off claiming in her own right and if you stick with DD on your claim DD should make a credits only ESA claim to establish LCWRA. If not, she can claim UC herself.

Does DD have an EHCP? Don’t deregister.

Our position is almost identical to yours but we’re a bit further down the line. Get her an EHCP. That way she has u til she’s 25 to complete her studies and college will have recommendations on how to support her (which they legally have to do). We had to fight for ours, appeals and mediation, but my dd has now gone back to college, just to start with one A Level and has support in place. College would not let her study only one A Level without an EHCP as they have to do a certain amount of hours to get their funding (apparently). My dd is rubbish with public transport and very sensory with rain and wind so gets the mobility part of PIP which has for the odd taxi to college on a bad day.
