16-29 Bursary and PIP

DS is 17. He has PIP. He attended a course last year and was granted a weekly bursary in the '"vulnerable" category (in receipt of PIP).
He's just registered to attend with the same provider for September, to do level 2 functional maths and English and they told him he won't get a bursary anymore.
Should I appeal this ?
It's on the Gov.uk website. Reading through it seems he is entitled to it ?

As you will be able to see from the government website, on its own being in receipt of PIP does not qualify under the vulnerable category for a 16-19 bursary. Although some colleges/sixth forms will give a discretionary bursary.

Also, unless he is doing other studies on top of FS maths and English he won’t be classed as a full time student.

I think he would need to be a full time student. That usually means they will study for between 21-25 hours a week. Between 4 -5 hours a day.

The 16-19 bursary is available to full and part time students, but full time is less than 21-25hrs pw, anyway.
