What's available for SN adults in lancs

Hi, we are toying with the idea of moving up north from Cambridgeshire. Husbands family are in Burnley and our eldest son lives in Todmorden (he loves it there !). Just wondering what provisions there are around for adults with special needs, my son is 18 next month & currently attends an adult learning centre 2 to 3 times a week so would need something similar. Also looking very long term, son may need to go into residential at some point as we get older - he will need supported living as he has severe learning difficulties and epilepsy.
So we are looking at the whole of Lancs really, maybe parts of West Yorkshire where son is in Todmorden. Son said to avoid Bacup and Rochdale !
Would like somewhere that's no more than an hour or so from coast, not in the middle of a city, we have dogs so like open spaces, in the edge of cities or in villages would be preferable.
What is Blackburn, Huddersfield and Halifax like ?
Burnley is ok but I'd rather be on the outskirts of it than in it !
Probably be looking at a 4bed somewhere around £200k (still got other adult kids at home!)
