What are the NHS rules for giving out wheelchairs?

Just wondered as they declined dh's request for a replacement for our (NHS) clampable supportive pushchair, saying they can only give a basic manual chair not a supportive-seating and clampable (is there a better term?) one as we already have a power indoor chair for Dd2.

But she only has a power indoor one not an indoor-outdoor one because she cannot pass a driving assessment due to SLD.

Really we need the power chair for school and a manual one for shopping/out and about etc, but it needs to have supportive seating and be clampable in our WAV.

So are there set rules? Where can I find them?

Unfortunately the rules vary from PCT to PCT. They all have a budget, and they can decide what criteria they use to allocate funds from it.

That might explain why I can't seem to find any concrete explanations on the web.
