help with sats etc

im really worried about my ds,he is 7 and has left hemiplegia...it seems as though he is struggling more and more with his subjects at school, apparently it is because he has a lack of understanding of language (eg back to front could be perceived as inside out to josh), he does get 2 hours support from a special educational needs assistant each week, to try and develop his understanding of language, he is also currently on the waitin list for salt (speech and language therapy)....
he finds all subjects increasingly hard at school, he learns things but finds it hard to reatin them in his head....even a simple maths sum eg 5+2 he finds so hard, he will spend ages thinking about it and then pick a random answer such as 4... he is half way through year 2 and these kinds of simple sums should have been what he was doing 18 month ago, his reading is very poor as well he is onlevel 5, whereas others who are in year below are already on level 8 ,and the children in his year level 13.....
he will be getting his sats exams in may, and is expected to read the questions and write the answers by himself, in all fairness i know he can not do this.... i have been to see the headmaster to ask if any extra help will be given to him as he has extra needs and was told no.....
is there anything anyone can suggest ? as its really getting me down
any advice really is appreciated

What a useless Headmaster!!! I am a SeNCO in Primary School. Firstly it sounds like hae should have been put on the Special Needs Register by now, and I think it sounds like he probably should be at School Action Plus level. This will help him / you / the school access extra support for him. For example he really shouldn't still be on a waiting list for SALT - when was the referra;l sent in / how long were you told the wait would be? I would chase it up straight away - both through the SENCO and the GP (not HV - you will get better results going through the GP).
He will get extra help in his SATS, although depending upon the level he may not even sit the formal papers and his results will be Teacher Assessments instead. If he does sit the papers he can have the Maths paper read to him as children shouldn't be penalised on their Maths ability by lack of reading. There is no time limit for any of Year 2 SATs. The Reading SAT consists of reading a book to the teacher and answering some questions about it. If the teacher feels he can read weel enough to access the Reading Comprehension SAT then she will put him in for it, and this is one that he can't have any help with. He will take part in the Writing Assessment - which will be to do a short piece of writing on a given subject or write ashort story. He will need to do this unaided at his own level but he will have done this laready lots of times before just as part of Literacy lessons.

I wouldn't bother with the Headmaster in future - ask teh class teacher, they are much more au fait with how SATs work then Heads , and talk to the SENCO as well.

But also remember that Yr 2 SATs are very low key - many children don't even realise taht they have just done a SAT - they really aren't like exams!
