I think its HR at 3, LR from 5. Very ahrd to get it for ASD (not sure of dx mum of 8 but a few simialr things in your OP amde me think maybe) at allthough, and certainly hard to get HR or early on. Possible though, and I would advise getting NAS onside to helpfill in forms for you- also givemesleep on here gives good advice on it.

For HR mobility for no physical issues, a child needs to have incomplete/ arrested development of the brain (autism is automatically classed as this) as well as severe impairment of intelligence and social functioning (easy to prove if low IQ but if IQ is not low, you have to prove lack of 'real world/ real life' intelligence i.e. no sense of danger) as well as reckless and dangerous behaviour that would require restraint as well as entitlement to HRcare DLA.

We had evidence for all of it except the intelligence bit so consultant had to write to Tribunal to explain that he didn't have functional intelligence as he had no sense of danger or how the world worked, only abstract academic intelligence. Still took a Tribual and about 18 months to sort but it was possible as we had all the evidence and the consultant was backing the claim.

Good luck - any questions, just ask.
