Silly question about tantrums

Just came back from a Dr. apt. and my 21 months old dd, who was in a good mood until then, just started to throw herself on the floor when I showed her some toys in the waiting area. She stopped when I picked her up. Now she is GDD and non-verbal, and I have heard that non-verbal child can frustrate more easily, but I am still wondering if this is normal behaviour.

Could it be the start of the "terrible twos" ?

Can anyone relate, SN child or not?

Ooh, yes. My youngest (non-SN) is 21 months and is just starting to get stroppy. One of his friends (also non-SN) is decidedly tantrummy and has been since 19/20 months. My SN child (PDD) didn't get stroppy until 3 or 4. Probably just she was a bit overwhelmed by the whole doctor's surgery and wanted to make it clear to you!

TC, No, no sensory issues, I think that maybe she just expresses herself more, whether she is happy or not...It's my first child so I am still surprised when she does that...

And Brioche, txs and no it was not surgery, just our usual visit to the OT.
