There are various ways of being eligible for HRM.
-Unable or virtually unable to walk (VUW) caused by a physical condition.
-Severely visually impaired.
-Deaf and blind.
-Under the severe mental impairment (SMI) rules.
-Amputation of both legs through or above the ankles.
-Are for any reasons without both legs to the same extent as if they had been amputated through or above the ankles.

So it depends on the needs you are applying with.

For example, for those with ASD, there are two ways someone can be eligible - VUW or SMI. For VUW, among other things, you have to prove the difficulties are caused by a physical difficulty, and one way of doing that is via an autism diagnosis. For SMI, among other things, you have to prove there is an incomplete physical development of the brain or a state of arrested development, and one way of doing that is via an autism diagnosis. For those without a formal diagnosis, you have to convince DWP that on the balance of probabilities the child has an such a condition resulting in an incomplete physical development of the brain or a state of arrested development - some people can find it hard to prove this, some can do it.
