Direct Payments

Does anyone know about direct payments? Am trying to help a colleague with the large pack of incomprehensible paperwork she has received (hence name change - don't want to risk her recognising me). Long and complicated so will post details if anyone does have some experience in this area. In short, former foster child has just turned 18, is disabled/ lacks mental capacity and council is trying to put direct payments arrangement in place for a carer one day per week.

colleague has rung LEA and helpfully been told that while 25% of the clauses in the proposed contract are not applicable/out of date/under review by the legal team, she needs to sign up to them in order to get continued funding for the service she needs. They mentioned that the contract had been drafted in 2004, was out of date, and had been with their legal team for the last six months. It is two pages long. It could theoretically be redrafted in less than 30 mins.

I am appalled. do I get into a fight with the local authority, or engage local councillors, or what?

should be local authority, not LEA
