has your friend tried the local mencap, they have helped settle a couple of people into work with my employer, they aren't shadowed at work but fitted in to roles that suit them.
One only dos a few hours the other works full time but they are visited regularly by their support worker & paid the same as everyone else doing the same job.

Don't know if remploy is still around in leeds? May be worth speaking to?

Any local shops etc that he could go to a shadow a member of staff for work experience? Problem is the cost of someone being supported and it really needs a charity to fund that.

Have you tried the Camphill trust - they have some communities scattered about, ( some rural some urban) with training and supported living etc - dont know about Leeds. There is one local to me and they have a bakery and a farm and other businesses along side their college. There is another similar charity but I can't remember the name. Sorry my computor is on a go slow today or I'd do the search for you.

Did he not get chance at sixth form/FE college?(or SN sixth form?)
There are a few residential colleges for SN but they tend to cover 18/19-21
