How do I go about changing names school on EHCP

I’m finding this all really confusing but I don’t believe ds current school are meeting his needs (although I’m not sure they’d admit to any of it but that’s a different story!) and we think that a special school is the only environment he stands a chance to do well.
we have an annual review coming up soon, do I bring it up at the review? Or before? The last annual review I had all I did was have a zoom meeting with the headteacher, no one from the locks authority or anything so I’m not sure how I would even request a change of schools etc

It isn’t uncommon for LAs to not send a representative to ARs. Yes, mention it at the annual review. Then after the annual review the LA will decide to amend or not. If they do amend you then get a draft and can name your preferred school. If the LA don’t amend or do amend but don’t name your preferred school you can appeal.

You will need evidence to support a move to SS.

what sort of evidence will I need? All the things in his echp are basically not really being done at his current school, he’s spending a lot of time on his own outside of the classroom. He’s just about been able to stick it out because he’s had the same teacher for over 2 years who he does likes a lot but moving from a year 3/4 class into a year 5/6 class in September with a new teacher and higher expectations behaviour-wise from the class I just know everything is going to go very badly.
is it better to wait until it goes badly so there’s more evidence as to why a special school is more appropriate?
it’s such a minefield!
at most his school can keep him calm and less annoying for them but as far as education goes he’s barely getting any. He’d never cope in a mainstream secondary so not sure there’s any point dragging out the misery of mainstream school for another 2 years

If section F is specified and quantified and isn’t being provided complain to the school and email the LA’s Director of Children’s Services threatening Judicial Review as it is the LA who is ultimately responsible for ensuring provision in the EHCP is provided. If section F isn’t specified and quantified and is vague and woolly it cannot be enforced and you should focus on tightening it up.

When was DS last assessed by EP, SALT, OT? They can help evidence a move is necessary. Also look at things like progress (academic, socially and emotionally), any mental health difficulties, behaviour difficulties, is DS spending large parts of the day outside the classroom.
