Declaring "disability"

My little one gets DLA. This is due to a number of things which mean his care needs are higher than "the average". The main thing is delayed communication and understanding. This isn't caused by a specific named disability.

I'm struggling to understand whether this means he is disabled. I keep seeing boxes on forms to check if he is disabled.

Is he classed as disabled?

If he gets DLA then yes I would tick the disabled box.
