Naming a school EHCP

My son has a EHCP in place we are now doing his review, the LA are saying that they have to name a mainstream school, we want to name a complex needs school.
Educational psychologist has recommended complex needs school, salt has also recommended complex needs school.
My little boy is 4 due to start in September, LA are saying they will name mainstream and we should appeal it, my little boy has a diagnosis of autism and global developmental delay, he is non verbal, can lash out at other children, he is assessed as functioning at between 18 months old and 2 years old so is quite behind his peers.
He obviously needs a complex needs school.
Is the LA right or can they name a complex needs school?

@10brokengreenbottles yes the LA have provided a sensory OT, speech therapy will carry on as normal pretty non existent that means, he is having physio.
EOTAS will be till September then he has a special needs place, he's not coping at preschool anymore and mainstream advised they just could not meet his needs and probably would have been excluded by now with the number of records of harm he was getting

Is SALT in section F, and is it specific and quantified? If so, the LA must ensure it is delivered. If they refuse you can go to Judicial Review. If not, it really should be in section F and be specific and quantified. If the NHS can not deliver it the LA must commission independent providers.

The relaxation of the rules regarding SEN provision has ended. The LA should not be using it as an excuse to dodge providing provision. Threaten JR.

@10brokengreenbottles to be honest it's not the LA it is speech therapy themselves, our EHCP coordinator has contacted them, and I spoke to our sons EOTAS tutor for the first time yesterday and she has said she is going to contact salt to see what's going on and give them a push

It is the LA. If the provision is in section F, it is the LA's duty to ensure it is delivered. If the NHS can not provide it the LA must commission independent providers.
