I’m unclear as to when someone is officially an adult or can be in charge of their own affairs if they have the above ?

I had heard talk of parents etc having more responsibilities till 25 if there are SN involved is this true ?

A child becomes a young person at 16. Their rights become greater at that age particularly in regards to schooling and decision making.

At 18 they are an adult, so if they are under social care they need to be moved on to the adult care system.

In terms of making decisions you have to look at the mental capacity act 2005. Essentially every time there is a decision the young person has a right to be involved and needs to be supported in making a decision. Mencap does quite a nice summary of it:
