Anyone moved from England to Scotland with SEN child?

Have very recently moved from England to Scotland with my ds who has complex additional needs and an EHCP. Except apparently that means nothing up here. Was previously educated in mainstream school and managed well.
We have been trying to look at schools for over a year but had been told that we cannot apply for a place until we have an address. We moved a few weeks ago but have only just secured a property (been staying with friends).
Our catchment school has no space but they say we can appeal, however in the mean time we must find a place for our son legally. I get this but there seems to be absolutely no help at all in how we go about this. Even if we do, my son will need time to transition.
I've tried contacting the council but no-one is getting back to me. My son is now missing education and I'm worried about the implications of that but I don't know who to turn to. In England he would have had up to a year to transition to a new school and I now feel I have railed him massively because I've gone about things the wrong way.
It's really affecting my mental health and I'm sat here in tears feeling absolutely lost and just wishing we had stayed where we were.
Has anyone else ever made this move?

OP, it might be worth re-posting this is Scotsnet (or asking for it to be moved).

I'm afraid I don't have any specific knowledge about SEN, however I have heard of "Getting it right for every child" (GIRFEC) - that might be a starting point for you.
