Cycling with a disabled toddler

Trying to figure out how to do this. We have a rear rack seat that reclines so C is supported with straps and can stay upright (she has CP and can't sit or hold her head up) but she can't wear a helmet. What to do?
In the olden days we didn't have helmets.
We tried a trailer but I couldn't pull it with a special needs car seat strapped inside.
Would anyone risk it?

I would if I was cycling somewhere where there were absolutely no cars. I bet it would be really fun for her

Any idea where I'd find this link? One day we'd like to get a Duet wheelchair bike but we live in a victorian terrace with no rear garden access so everything has to come in the front door and down the narrow hall.
The Bristol-Bath cycle path is near us.

There was a discussion about family bikes and I did post a link for a special needs tagalong but I don't think it's really what you are looking for. The family bike might be good but very expensive. Here's the thread anyway.

The child trailer isn't supportive enough for C. Yeah, I wondered if a helmet was needed on a bike trail. I did have someone email me quite nastily and say I was risking c geting brain damage and becoming paraplegic if I dared venture out withouta helmet. Emailed him back saying, no, we're ahead here, she already has brain damage and is quadraplegic. I think that shut him up!
The rear rack seat has quite deep sides. Even if the bike fell over she wouldn't hit the ground. A helmet wouldn't stop shaking or being hit by a bus!
I guess I'm jusr nervous!
