The photo has to be both clear and in focus; I think it will be rejected on those grounds.

I would get the photos redone; is there a photographers shop near you?. I find that getting a staff member in one of those places to take such photos a lot easier.

He needs to be looking at the camera also.
I went to an independent photographer who worked from her house when my ds's were younger to have them taken. It was much less stressful than going to the booth.
It didn't cost much more either.
Try phoning around in your area.

I had much better passport pictures rejected. they are quite strict I found and I don't think they will accept it. I'd get it redone.

have you checked the guidelines?

Does he look at an iPad/ phone/ kindle for more than a few minutes?

If so, you might be able to get a selfie type shot which could be edited to the right size

They are more flexible for children and people with disabilities so I wouldn't worry so much about the looking in the right direction, but it does need to be clear and in focus.
Include a letter to explain his additional needs when you send the application in.

There's a guide here for disabled people

not sure. don't think this will go through. still blurred etc

did you go to a photo booth or a photographer?

I usually do ours at home and order them online e.g. from photobox.com. they do also passport pictures and you can do it easily and relaxed at home.
