ds kept in at lunchtime

ds will be kept in at lunchtime tomorrow because he didn't finish his work in time. Would you feel that's fair enough or should he not be punished like that when concentration is a known issue with him and he has a one-to-one whose job it is, amongst other things, to keep him on task?

Depends on the situation and why he didn't finish the work. SN doesn't mean you can get away with not doing work. I'm sure the teacher knows what he is capable of and decided he hasn't done the required amount.

Hour old is he?

If he has a one to one and still didn't pull his finger out then it sounds very reasonable.

He is 9. He is very upset because he hates any disruption of his routine.

I would imagine that even with help and support your ds still didn't produce enough work.

Sometimes a consequence is necessary. I'm sure that it will have been explained by the teacher and/or TA.

So it turns out this happened in the afternoon when his one-to-one wasn't there and he had no individual support...

Hi. Totally unfair. I would be annoyed and take it up with his teacher. I have this issue again and again with my son's school. He has been made to miss art which he loves and excels at and playtime which he loves and needs many many times because he didn't finish something or didn't write enough according to the teacher.
His teacher still confuses low self esteem, lack of confidence and special ed needs with laziness. How many bloomin' times have I been told he is lazy, how many blooming' times has he been given inappropriate work to do which goes completely against EP and OT's recommendations and benefits nobody. He ties himself up in knots with dread every morning about maths knowing he doesn't get it, no one will explain it and he will sit trying not to cry in front of a book of meaningless squiggles. Drives me nuts!
