Transferring from a statement to an EHC plan

Has anyone on here started the process to transfer from a statement to an EHCP?

The bit at the top of the transfer guidelines says that once the decision to transfer has been made then there needs to be an education needs assessment as described in the COP, but then further down it says that they have to invite you to a transfer meeting but that this meeting can be to discuss a proposed plan. In my LA they've interpreted this as being that its ok that the first a parent knows to transfer is when they get sent a copy of the proposed plan. Is this the same in other areas?

My LA are going to be transferring them at annual reviews. That's as far as they have got with deciding how it will happen. Considering that they don't usually turn up to AR's, i have no clue how it will all unfold. I think they were hoping to go through the new plans AT the AR with parents but realistically it will probably end up being a copy of the plan sent out after AR.

Our first ever statement was finalised in August... I had a letter last week (just a couple of weeks into his time at school) saying they were reviewing it and if I objected to them referring to previous reports I could object yadda yadda). Seemed a bit odd... thought it might be to do with the transfer to EHCP but to be honest the school transition has been so stressful in itself that I haven't really had the mental strength to give it too much thought! :/

We had DS' annual review today & our LA has stated that all transition years are to be moved to the EHC plan first.
The only thing that was different so far was the one page portfolio. When I asked questions about the change with regard to funding for transport etc they didn't know either.

We've got our review on the 15th, but it was actually due in July. Well, we've been told by some professionals that the meeting is going to happen on the 15th but we as parents are the only ones that haven't been informed/consulted on the suitability of that date. The LA has said that they're going to issue us a draft plan before the meeting although we haven't received it yet. Despite all the claims that the changes will enable parents to have a lot more say in what happens we're only going to be informed of the transfer when its already at draft plan stage. The guidelines seem very ambiguous as to whether or not they can do this, saying different things in different parts, but my LA is definitely doing this and so my question about what's happening elsewhere.

We were only given two weeks notice too to transfer. I knew earlier by accident when his hearing teacher mentioned she would see me then.

I can't see too much is different after today's meeting but the worry is is that even the professionals are unclear on what the actual facts are.

well my transfer review is about 10 days away - so far all ive had is a letter telling me the date - had no reports from school nothing - not a single thing..... so no idea what im walking into when I got to the meeting.

Look at IPSEA - heading transition, there is also a resources tab on IPSEA with govt guidance. Interestingly it says the transition must take place when the annual review would have taken place.
It says they don't have to get new reports if last ones ok. It doesn't say they can't send a draft plan. In some ways that's preferable as at least you know what you are walking in to. Our AR have always been used as an opportunity to ambush us.

I've told them to get stuffed as nobody seems to know how to sort the meetings or fill the forms!
I have ds year6 annual review in a fortnight but I've told them I'm sticking with his statement and he's not been used as a guinea pig this year as I've enough on with finding him a school for year 7.
They've told me I can keep the statement and I won't be able to transfer to the new plan for 2 years!fine by me Grin

If your child is in year 6 this year you can't tell them you don't want to transfer over, that's what I intend to do with my year 6 son, I'm stuck though over my year 9 son so have to go through it with him but so far my LA have given us no information and are yet to publish their transition plan which they are obliged to do.

Do the statements just 'swap' over onto the new plans then or do our DC's have to go through all the assessments again?
