How would you know if a school is implementing the statement correctly?

It really depends how specific it is. If, for instance, it provides for your dc to have1:1 speech and language therapy once a week, it's easy enough to check who the therapist and when s/he comes in. If it prescribes, say, support with social communication, that's rather more difficult.

You could try going through and asking specific questions about each item, e.g. -

When and in what sessions does the TA work with dc? Is it alone or in a group?
Please supply copies of the literacy/numeracy/SALT/OT programmes you are using
Please let me know how you are supplying support with social communication
Please how much of dc's time is spent 1:1, in small groups or in whole class teaching. How large are the groups?
Please state when the specialist teacher last saw dc and how often she visits and for how long.
Please describe the behavioural strategies you are using
Who is dc's mentor and how does he access him/her

It's difficult you have to police it. We've always had our own ABA staff in school so get feedback that way. However new school do a weekly sheet (q similar to ABA actually) for the other sen kids and fill in daily a note about what was done against each target. It's all on one A4 and at end of week acts as review / planning tool with teacher. Last rubbish school did no observation, data taking I could see, but this school seems to take more active approach and of course sheets are good reassurance for parents things are happening.
