Theoretical transport problem? What would happen?

DD1 has a statement, attends indi special school and has transport to and from school every day in a shared taxi. Today the school phoned me at home time to tell me that the class had been delayed getting back to school (on an outing). In this case all was well as they had contacted her taxi and the driver was able and happy to juggle things about a bit and pick her up from school later. What would the situation have been though if the taxi was not able or willing to do this? Who would be responsible for getting her home? I was on the school run for other children at the time and wouldn't have been able to get there for over an hour if they had needed me to go down and get her, and on other days I would be at work and unable to get her (she is dropped off elsewhere on those days for childcare). I guess I just want to consider where I stand should this happen again and there be a problem.

I think the situation would be that the transport company had met their obligation by being at the school at the allotted time. Then it would fall to you and the school to negotiate her return. Ultimately, as a 'emergency' you'd be expected to retrieve her. As an example, if there was a sudden weather change and the transport company decided that it was too dangerous for their service to operate, I'd have to go and collect DD1 from school myself. I suppose, in an extreme (her school is up a hill and gets very dangerous, very fast) the children would be kept safe at school until it was safe for people to get the children from them.
