Should IEP targets be about not being 'behind' or reaching potential?

My hearing impaired child has an IEP but because he's not failing at anything the Teachers of the Deaf have stopped seeing him and no other help appears available. He's academically able but behind where he should be in learning phonics, obviously linked to his hearing. I understand that there may be more needy children, but obviously want him to reach his potential not just what is deemed an acceptable level. Should his targets be linked to ability? Thanks

Sadly I think as long as he is performing at an average level in class then the schools seem very unlikely to do anything. I'm having a similar battle as my ds is average in his class but his teacher thinks he is going to have major issues come yrs 2/3 when the teaching becomes less play based.
