Refusal to assess

How do I start an appeal, really don't know what to do. I usually can deal with most things, but am so stuck, just can't think straight and getting very stressed about it.
My ds is 11 and has asd, with anxieties etc.
He is currently home educated due to being unable to cope at school, but wishes to return for secondary school, but the LA has refused to assess. I need to start an appeal, just don't know what to do.
Could someone kindly baby-step me though what to do please, because I am useless and feel out of my depth. I can not think how to start, just feel drained

It's a bit late for this board. I'm sure people will respond in the morning. In the meantime have you looked at IPSEA and their advice on this.

Btw, I'm tired so a bit grumpy but sighing isn't very endearing!

Sorry about the sighing. Just feeling despairing every time I think about it. Don't mean to upset anyone or anything, it is just an internal sigh which I never let out anymore...Feel like I have a whole body itch under my skin or something. Thanks for the reply

You should have had a letter about your options after a refusal to assess.

We are in the same situation but without the HE bit. Sad
