Monitoring of statement does this sound usual?

I have ds's first ever statement here in front of me, im currently going through it as I aim to ask for amendments.

Under monitoring section it states 'His statement should be reviewed at least annually and reference should be made at this review to the learning targets that he has been working on. The review should consider how far the targets have been met and give clear reasons for any unmet targets'

Maybe I am being paranoid and thinking LA will be trying to cease statement ASAP?

Surely AR is to monitor progress towards meeting objectives and set new targets? or is the above trying to say just that, but badly?

It just sounds like usual blah about ARs to be honest.

Their purpose is to consider if targets have been met and, if not, why not.

At our recent AR was told new EHC plans are going to do away with hours and be 'all about outcomes'. So is suspect this is the drift towards saying what will happen and then accounting for it.
We're also getting a resource allocation system and I can guarantee DS when fed into a computer banding system will come out with provision costing 1/4 of what he currently has.

ARs have always been about seeing whether progress is being made though. That is their purpose.

The hours thing is a worry Agnes.

The RAS is a terrible idea it's like travel insurance you get £x for losing a leg and £y for autism and all children in the same band allegedly having the same needs. We are treated as an exception to most rules as our funding operates separate to school funding so perhaps (wishful thinking) we will be excused. I'll be back of the queue for transitioning onto a plan tho. The only good thing is I annoyed school so much at AR the chances of them wanting ds without ABA are minimal Grin

Thanks guys, hopefully I have reached the monitoring section and my rewrite will be almost over, I have a headache!

Ds is really struggling at the moment and im not getting much support from anyone, mainly due to this crap statement.

On the plus side at least school are starting to see ds's behaviour.

School are asking ME to supply them with strategies (which is good, but I cannot supply occupational therapy input, social skill programmes designed and delivered by SALT etc, etc)

I received an email from school stating 'I spoke to ds about some of the problems he has with being shy and nervous, but also about the marks on his legs. He was saying that he has been very aware of the cuts on his legs and although he does not like the sight of them, he struggles to stop picking at them. Ds mentioned that when he did leave marks he felt ‘invincible’ and that ‘he could pull all of his skin off and it wouldn’t hurt.’

'Could you provide us with some cream and any strategies you use at home'

As soon as I have Statement rewrite completed I will be asking for emergency AR.

In answer to the OP question. A statements objectives is the only place for wooly objectives. Wooly objectives can never be met.

The rest is probably referring to the IEPs. IEP targets can be met because they are just rungs on a very long ladder.

So really what they write in monitoring isn't that important, as long as its reviewed annually and involves parents and relevant professionals and states targets relating to objectives should be developed at part of an IEP involving the above?

No. And to be honest any attempt to tell them how to monitor will mean they take more interest not less and that is 'generally' a bad thing. It's the one job you really can't tell them how to do, but you can be rest assured they'll be just as crap at that as the rest, so mostly just ignore. From what you have written the vagueness is in your favour anyhow.

If anyone is saying EHC plans are not about hours, they are wrong. The Children and Families Bill and the draft Code of Practice both say that provision has to be clear and detailed. The CoP does however say something stupid about not necessarily needing to be quantified, and that needs to be clarified.

In which connection, can I remind people that the deadline for responding to the draft CoP is 9th December and we really need to get those responses in? If the last CoP is anything to go by, we will be living with this for at least 10 years.
