DLA refused last year for dd... should I try again?

I've read a couple of the threads on here about DLA, and I was wondering if those of you that are in the know about these things could give me some advice, please?
My dd has a genetic condition called Marfan Syndrome, it's a connective tissue disorder that affects the eyes, heart, joints, causes excessive growth, and so on. She is on beta blockers to limit the damage to her heart, she wears glasses, and I'm looking into getting some orthotic inserts or something because her ankles give way if she walks even a short distance.
We applied for DLA for my dd last year, when she was 2. We were advised that she didn't need any more support than an average child of the same age, which was fair enough as she was still using a buggy.
A year on, she regularly falls over even if she's standing and not walking. She tires very easily, and she still needs to use the buggy even for very short trips out. As she is above the 99.6th centile range line in the child record book, this will not be possible for much longer! Her joints are causing her more discomfort now too.
Should we have another go at applying now? Or should we wait (as the DWP suggested) until she's about to start school?

yes you should apply, in my experience they usually turn you down first time in the hope that you will not reapply, my twin girls were both turned down the first time, yet my DS got his first time at 4 and got it for 12 years which i have never heard of before.
