Help needed please, Re SA

I requested SA for my dd about 3 weeks ago, in the letter I wrote I stated how the school weren't meeting dds needs. I kept the letter very factual, based on evidence from salt and OT reports etc.
the lea have now written to me asking for my opinions on the provision already provided by the school. I am going to write back saying how the provision provided doesn't meet dds needs etc but I am thinking of including that despite OT recommending dd has 1:1 the head teacher has told me the school can't fund this.
But would I then be shooting myself in the foot? As the lea might say no SA is needed school can fund 15 hours 1:1, but my problem is without the legality of a statement school won't provide this.
I'm confused if this is a tactic used by the lea to say my evidence is based on my opinions, not facts.
Should I just repeat what I've written in my first letter using quotes from reports etc or give my opinions?

I would just write back saying that the school are trying hard (even if they aren't) but despite this your DD is struggling. Your understanding from the OT was that your child needs a statement to include 1:1 support (and any other provision suggested). I wouldn't worry about the amount of 1:1 being suggested at this point or who funds it. That can all be argued out later on. Has the LA had a copy of the reports - if not you should send these as evidence. Let the LA weed out the amounts etc for themselves if they are bothered this point.

Thanks beautiful. I'm scared of tripping myself up as so far the lea have been a nightmare :(

As beautiful has said just act as though the school are giving the support. My Ds isn't getting any of the support that the school are saying they are giving because there have been no improvements in the areas which they are supporting. I have sent off my letter for SA, included all reports I have so far and I have tried to big the school up about how hard they are trying but no joy. I'm expecting that when the school catch wind of the SA request they will pull their finger out and I will see major improvement or they will realise there's more to my Ds's difficulties that they are caring to pay attention to , if not the LEA will see whats amiss anyways. I should imagine when a parent applies for SA rather than the headteacher it would already seem a little suspect to the LEA anyway.

Ok great thanks. I am going to write despite the schools best efforts at trying to meet dds needs with xyz, she has failed to progress etc etc.
