SEN funding.....how does it work now??

I know things changed and school is supposed to provide up to 15 hours on Action Plus.

DS school told me that all funding they had for DS has been pulled since the change in SEN arrangements in LA...........I cant believe this is true....they have SEN budgets right?

Is it that they are being forced to use the SEN budget already allocated for SEN now as additional funding from LA has gone.

I know it is expected that my SA request will be rejected on the grounds that school can provide an additional 5 hours support now and they will expect that to be in place and being shown to be inadequate...but they wont entertain giving the extra hours due to funding probs.

I too am facing issues similar to panettone. Dd has dx of global learning difficulties, phonological speech disorder, co ordination disorder, delayed motor skills (-5 centile) yet all school can offer is an hour a week 1:1 :( she has no salt or OT input and I was told it would be at least 6 months to see an EP. Senco, who is also the head, told me under no circumstances should I request SA.
I applied for SA this week and by some sort of miracle school have now given me an appt with EP this week!

What do you do when the school say they dont have the funding to provide for the SEN needs of your child, even though they are not providing the maximum that the LA expect them to before going begging for more? Who do I complain to ?

why would SENCOtell you not to apply for SA when your child has many and complex needs? What would they hope to gain by keeping a child unprovided? This is madness.

I know Tumble it is madness :( I think the school know that they have failed my dd for the last 2 years, resulting in them now trying to cover up the cracks.
senco implied heavily that my req would be turned down straight away, as the school have not explored all avenues of outside help. When I asked why an EP wasn't bought in last year, as there is significant evidence from salt, ot to suggest they should have, she couldn't look at me. She insisted she wanted me to wait 6 months for an EP to assess, then the school wanted another 3 terms to monitor progress before they even considered SA :(
MY reply was that yes an EP could suggest ways in which to help and support dd, but they are not capable of curing her physical disabilities (cp), which are impacting upon her education, so I am not prepared to wait.
That went down like a lead balloon!

I don't think there is any big difference with regard the funding and school's usage of it. Schools have always had to meet some of the cost themselves. Schools which are unwilling to do so have always fobbed parents off.

In all these cases, I would say 'apply for a statutory assessment', with your evidence being that school have told you they can only provide x, y and you know your child needs x, y, z, which is beyond the school's resources. That way, even if the school should be providing it, they'll get a rocket up their backsides from the LA.

The SEN CoP has provision for LAs to implement support and charge the school, also....

Thank you Lougle - I have received Appendix 1 to complete for SA so will definately include that school are only providing x znd y and they state they cannot recource z (more 1:1 to cover transitions, unstructured times, heading off and handling emotional meltdowns etc.).

I can quote from their mail what they say they do, what is timetabled and what 'else' is going on that is not technically funded, and of course we dont know hwat more needs to be done as we dont have the outcome of an assessment yet....

Complain to Department of Education. I would be amazed if you get the promised response within 15 days but maybe they have set up a complaint team

You can also complain to the Council, presumably it has some powers if funds are not being used properly.
