Why is the SENCO stalling me? wont tell me if DS for Reception class

My DS had a statement in place before he started nursery. He has just been diagnosed with ASD (mild) and I wanted him to go onto reception. At the end of Jan the SENCO called me in a said that the do want him BUT the LA is not providing enough funding for him to attend full time. He has 2 hrs and that's what the LA was offering for next year. The LA came back with an increased offer on the 25th of Feb. SENCO gave me no indication that she had received the offer and I'm getting the feeling that DS is a cash cow for the school. He has 10 min 1:1 he can't really tell me what he does in school. We had our first parent , teacher meeting due-to discuss DS progress and i made a request that she attend. Then I got phone call from his key worker (10 days after I KNOW the SENCO received the new offer) saying the SENCO needed to see the autism assessment results, she's awaiting the new targets from SALT, DS is due his 6 month statement assessment.... Blah blah. I asked if he'd been accepted for next year. She wouldn't answer me. Am I being paranoid. What's my next move?

I'd be seeking independent advice from IPSEA www.ipsea.org.uk.

What was the LEAs increased offer?. LA is very mean only offering two hours.

Is the statement actually specified and quantified in terms of support because it should be. What does it state in terms of hours of support currently?.

The original offer was 20 Sen points 7,458pa which I was told by the school gave him about 2 hrs a day Confused now they've increased it to 30 sen points about 11,000. I've found all this out by phoning the parent partnership. They read me the letters that had been sent between the two sides and im fuming that we have had no communication from the LA dispite me sending an e mail to his SEN case worker. I feel we r stuck in the middle and each side just has their budget in mind.

Their points offered and associated funding however, are irrelevant to yourselves.

You are certainly stuck in the middle though but your role is not to act as adjudicator or referee either. Seems that both PP and the LEA do not know what they are doing.

As previously mentioned I would seek independent advice from the likes of IPSEA as PP are not always independent in such matters and can come down to you on the side of the LEA who are after all their employers.

I have just re read the statement. It does not state how many hours DS should have. He is at home with chicken pox and I feel out of my depth dealing with this. How do I make sure the school is not using the money they get to just employ another teacher for the benefit of the whole class? Do I have the right to see teachers notes and planning for DS?
