Restraint in part 3???

Have received new proposed sm. Ds can be challenging (particularly when anxious and his needs are not being met) but has never needed to be restrained.
The sm is pretty detailed but in part 3 states: Staff should be trained in de-escalation strategies that avoid escalation in difficult behaviour. These approaches should be taught by a trainer who has substantial experience and/or qualifications in working with pupils with high functioning autism. The language and communication used in de-escalation strategies must be appropriate for x. Physical restraint should only be used as a last resort when x?s behaviour places himself and/or others at risk. Team Teach training is appropriate.

This was not mentioned in his last sm -is this usual? It makes him look violent and aggressive when he's not Sad.
