How would you interpret this?

Ds has a sm for x hours and it states that any further support that is required is to be supplied by school. Ds was placed on reduced timetable for months and I believe this was because school couldn't or wouldn't fund the extra support. I have asked them and the LA why extra support wasn't supplied to enable him to have a full time education but am hitting a brick wall with various excuses being made and no straight answer given.
I have now come across a report by a professional that says' ds is currently attending school on a part time basis (sm hours per week) in order to ensure that support is available at all times'.
I am thinking this is evidence that shows that ds missed loads of schooling and that the family has been put through extreme stress because of funding. Views appreciated please (have a complaint ongoing at the moment).

It does look like a useful report. Smile I bet the LA will try to 'interpret' it differently, though, but hopefully a tribunal will see through it.
