Go through every report and piece of evidencrpe and number each 'need' or alluded to need. Number each one then write them as a list.

Then go through them again and match up the recommendations.

Starlight - we're doing this too as have AR in a months time and having Home Ed-ed for 2 years due to school ignoring SEN [Band D!]. We have an offer of a place at an independant SS who are perfect for our son - but he cannot start until he is 9/10 anyway [he's just 8].
We'll need additional support as he has far more dx's than he did when the statement was made and we'll need change of school.
The school have 84% of students paid for on SEN, but the LA still make parents go to Tribunal.
We have researched 9 local mainstream schools and one SS all say they are unable to offer him a place - 5 have made this statement in writing.
We need educational and medical/OT/Physio support.
We'll need funding, plus transport - it'll be hell I know, and I know that this is only the begining!
I have researched previous Tribunal cases and looked into other counties policy on AR, as ours are very non commital, just to get an overview.

I'll do what you suggest above - if I get confused [highly likely] can I call on you for advice?

sorry OP - I've jumped onto your thread, just re-read it and feel bad now!

Yes Mrs though I prefer as much as possible to be done on open threads as others can chip in with different views and also others can read and learn etc.

while i was waiting for the lea to finish there reports, i took my daughter for a 2 day ican assessment, with the idea of getting her a place in 1 of there schools,

due to the fact that the local sn school said that they would be holding her back, and placed into a class of older children to her,

the head teacher saying that we were making the wrong decision over where she was going ( she was against anything we said or did about our dd) ( she is now no longer working at her school)

the only ms high with a language unit, initally saying they couldnt meet her needs, then the lea have pushed them to change there mind.

so i looked elsewhere, and i ended up at ican.

im waiting on the report to come which will give me loads of stuff to put into part 2,

Somewhere I read that at this point you need to invest in highlighter pens - Go through all the reports and highlight needs in one colour and provision to match those needs in another. then work out what the most important bits are, what you might be prepared to compromise on and what has to be in there no matter what.

When I got the proposed statement for ds2 I started writing a great big letter which amounted to "you should have said this" and "you've not matched that in part 3." The letter got longer and longer as I went through each bit. In the end I thought sod this and wrote a completely new statement myself containing what I wanted in terms of a description of needs and the provision to match those needs. Using the format from the proposed statement as a template, I went through all the reports and lifted sentences from them, kept the bits I liked from the proposed and added to it in red italics so they could see the new bits referencing each sentence to a report in the appendices. Every single sentence was one taken from a report so couldn't be refuted.

It worked - I got word for word what I asked for. Did the same for ds3's statement and for every amendment since. A lot of work but as i mentioned in my covering letter it saved the endless to-ing and fro-ing of proposed statements and saved them the man hours in searching through all the reports so it was also an efficient use of resources. (my LEA particularly like that phrase)

Takes time but definitely worth it.
