Refusing statutory assessment and offerring PRA

I have rvently written to the LEA for statutory assessment and have been told they have a blanket policy of refusing assessment and offerrring PRA - any idea whether this is legal. anyone in the same situation.
Definitely appeal the decision in due course.
Thanks, any advice please?

It's definitely illegal for them to have a blanket policy of any kind - let alone to blatantly state the fact.

moosemama is right. I am shocked that any LA could still come up with that, although I'm beyond being shocked at what else they are capable of.

...although I don't know what a PRA is Blush, though I'm guessing it would be an official looking LA version of the IEP, without statutory backing.

Can't really add to this, but agree with moose. It's shocking that LAs are still coming up with this shite.

Dear all, thanks a lot for the advice - I will definitely strongly appeal. PRA is a Pupil Resource agreement - a funding that goes directly to the school for the child in need - how can they offer this without any assessment! I will fight this big time..

Also they have awarded my son 6 hours of SIPS (Supporting Inclusion in Pre-school) without any assessment, The SIPS lady has signed a contract with the nursery manager which says "up to 15 hours" -but they maintain that the nursery should use the funding for 6 hours a week only (despite the contract saying 15 hours). I will write to them to increase the numbe rof hours of support as my son is in nursery for 20 hours a week.
Also this was done without any assessment whatsoever!
It's just shocking - however I will appeal and go to tribunal if need be!
