Support outlined in a statement has to be both specified and quantified as per case law. LEAs know the law; there is no excuse.

Statements that are not either specified or quantified in terms of support should be rejected outright by yourself.

Would also suggest you seek independent advice from one of the charitable organisations out there like IPSEA< ACE< SOSSEN to advise you properly on parts 2 and 3 of this document. It is vitally important that parts 2 and 3 are bang on. This is as much for your sake as your child's.

LEA is acting unlawfully if they're doing that.

thanks for allyour replies, I have spoken to parent partnership and she said shes going to go through the statement with me and find out why there are no hours on and to make sure everything else is in that he needs. Ds is 4 and is currently on a dual placement with full 1 to 1. it specifies in statement that this should remain the same and that statement will be reviewed when ds is 5 at the end of the school yr, that is when his dual placement is up and the 1 to 1 support is inclusion support which is also in place until dual placement ends.
