blue badge holders and yellow lines

not about me but my dad. He has a blue badge. At the bottom of my drive is a path, then below that is a large part of drive and then the road. The whole of my street is yellow lines. Now when I have parked on the bottom of the drive I was given a ticket as they say its not my drive, and everything after the bottom of my real drive is path and road which belong to them. Now when dad comes to visit he has to part quite far away as he doesnt want a ticket. But as a disabled blue badge holder is he allowed to park on double yellows? He wouldnt be on the road but still classed as highway, does that make sense?

Double yellows for up to 3 hours, as long as you aren't causing an obstruction.

yep, here so long as there are no loading restrictions

Conditions
Badge holders may park on single or double yellow lines for up to three hours in England and Wales except where there is a ban on loading or unloading, and at a few locations where local schemes apply, such as parts of central London (see page 18).
There is no time limit for parking on yellow lines in Scotland.
You must display your Blue Badge and the special blue parking disc showing your time of arrival, except in Scotland.
You must wait for at least one hour after a previous period of parking before you can park the same vehicle in the same road or part of a road on the same day.
