Another question about SA.... (sorry)

I am getting a little confused (doesn't take much!) haha, A few months ago when school applied for a SA I had to fill in a Parent advice, which I did and sent off (did it on pc).

Today I have received a letter, it says they have agreed to a SA and can i fill in the Parental Advice, now the questions seem almost the same...

Do you get 2 forms that are almost identical? So is this one my side for the SA?

yes, 2 very similar forms and do put everything down, even if you did it all before.

Hi Pucca

The SEN COP makes it very clear that LAs must take into account the views of parents when considering statutory assessment.

"7:16 Before deciding whether to make an assessment the LEA must issue a notice under
section 323(1) or 329A(3) of the Education Act 1996. The LEA:
v. must tell parents of their right to submit written evidence and make oral
representations as to why they believe their child should or should not be assessed.
The LEA must set a time limit for receipt of parental views, which must not be less
than 29 days
vi. should encourage parents to respond and submit evidence, pointing out the
importance of their contribution. When parents make oral representations, the LEA
should agree a written summary with the parents. The LEA may invite parents to
indicate formally if they do not wish to make or add to previous representations, in
order that the LEA can then immediately start to consider whether a statutory
assessment is necessary"

It also makes it very clear that LAs must take very seriously the views of the parents when deciding whether to issue a statement.

"7:74 After deciding to make a statutory assessment the LEA must seek parental, educational,
medical, psychological and social services advice. They must also seek any other advice
they consider appropriate53 and, where reasonable, should consult those whom the
parents have named. They should do so immediately and should ask all concerned to
respond within six weeks."

So, in effect, they must ask your opinion twice. However, the importance of the two documents are slightly different.

The first document is often titled "Parental views", and it is inviting you to say whether you think your child needs an assessment. It also allows you to give your views on their SEN, what has worked or not, etc. It is important in the sense that it will form part of the evidence needed to jump the 'needs to be assessed' hurdle.

The second document, this one, is titled "Parental Advice". This document is crucial for a number of reasons:

  1. It will form 'Appendix A: Parental Advice' in any eventual statement.

Appendices B-F will be medical, social services, OT, Ed Psych, Physio, etc.

  1. Anyone and everyone who needs to see your child's statement will be able to read it. If you have been dissatisfied with a service and write it frankly, they will see it .

  2. It is your chance to influence the LA in terms of placement.

My advice? DO NOT use their form. You don't have to stick to their little boxes. Do a nice word document, using their headings, but allowing you as much space as you need for each section.

Do shout if you need help or want to see any examples. I know a few of us have shared our Parental Advice on occasion. It can be helpful to see what other people did.

Aha I get it

Thanks everyone, they confused me as they said they hadn't received my form but I will now tweak it everyway I can and send it in.

I would love to see some examples if possible ...

Just to clarify, these are the headers on this form..

The Early Years
What is your child like now?
Your general views?
Additional information?
Child's views?

It is the exact same form apart from in this one, it has a extra question of Behaviour at home?

It does say they didn't receive a parental advice form (I sent one) but then it says "It is important to have your views as part of the SA, I need them within 6 weeks" and on the form its say "please note, if the childs service authority commences SA this info may be provided to other organisations".

Ours very similar, but had some useful subheadings under Q2:
General health
Physical skills
Self help
Communication
Relationships
Play
then 2 other headings: Child at home and Child in setting

Then General views as you have.

I cross-referenced to relevant supporting reports within each heading or sub-heading, and highlighted anything in those reports which I wanted to stand out.

Ampers...Yes mine has sub-headings too, but would be here all day listing them lol...but yours are the same

So this one is definitely my part of SA? as in if a statement is issued, this will be appendix A?

Lougle...You are a star! Thanks so much, just had a quick look through and wow at how long it is. My initial one is rubbish comapred to yours!

Also there is much more on your 2nd than whats on my form, did you add alot of headings?

No, I used the headings that the LA sent me. But I didn't use their form, because it was restrictive.

There is a list of questions in the SEN Toolkit here (from page 4) which most LAs seem to use as a framework for writing Parental Advice. It has some extra questions under the headings pucca gave.

It's worth reading the whole SEN Toolkit and Code of Practice if you're at this stage, to be clear on what the LA is supposed to be doing over the whole statementing process. It's also a good idea to use wording direct from the COP.

These are the documents I got - the booklet is the one I got my headings from, and the form is what they wanted me to write my PA on
