EHCP home educated

Does anybody know how the process goes for applying for EHCP if home educated? 8yo was refused back when he was in school last year, really want to apply again but not sure on the process since he won't have any educational psychologist ect with not being at school?

Any advice appreciated thanks

You apply to the LA for a needs assessment. The LA gathers information to help it decide whether an EHCP would be appropriate. As part of the needs assessment, one of the things they should do is get information from an educational psychologist. That is the case regardless of whether the child is registered at school. (I don't think schools have their own ed psychs anyway, do they?)

When you say your son was refused last year, did the LA refuse to assess him, or did they assess him and refuse to issue the EHCP? Did you appeal their decision?

I suspect the question to be asking is less about applying for an EHCP while a child is home educated, and more about whether you can re-apply so soon after being refused.

The process for parents requesting an EHCNA is the same whether their DC is on the roll of a school or not. On their website, IPSEA has a model letter you can use. You don’t need an ed psych assessment prior to requesting an EHCNA. If the LA agree to assess, an EP assessment will be part of the needs assessment. This time appeal if the LA refuse to assess or issue.

In the meantime, if you no longer wish to EHE you can inform the LA you are no longer EHE and they must make suitable arrangements for a full-time education.

OP requesting an EHCNA last year is irrelevant. She can request another. The only time it would be relevant is if an NA had been carried out within the last 6 months. Then she would still be able to request another EHCNA, but if the LA refuse to assess there wouldn’t be the right of appeal.

Thanks for the replies! I just wanted to know how assesments will be carried out for example would he be observed at home by ed psych? He still has reports from school but things change all the time

Assessments can take place at home, in the community, at a clinic etc. Not being on a school's roll doesn't prevent assessments being undertaken.
