Speech delay (speech therapy)

Hello,
Sorry if this a long post.
My son who is now 4 (birthday end of august) has struggled with his speech and didn't say anything until he was about 2 and half. He was referred to a chatterbox session at a children's centre which he went to regularly and then was told he needed to see a speech therapist from them on.
He started seeing the speech therapist once a fortnight along with going to schools nursery as well by this time he is 3 and half He would become very agitated and annoyed and would shut down alot of the time when the speech therapy was happening as he just couldn't do the sounds/words he was being asked to do and wouldn't join in with the session.
The therapist then decided to start doing the sessions in school without me incase I was his 'safe space' and suggested he may do better without me being there.
He attended these sessions for a few month without any progress if I'm honest.
He has got better with his talking now where he is saying lots of things but it's more like baby talk and it's very hard for anyone outside of our home to understand him.
He was offered a place at a speech and language hub school where he would attend 4 days a week and the 1 other day would be in his 'normal' reception class school.
I wad told amazing things about this speech and language school and how it would drastically improve his speech and the average time frame would be around 6 months.
He started in Jan and its now been the 6 month mark and there is honestly no improvement from when he first started. The only thing I can take away from it is he is alot more confident now and isn't shutting down as quickly as there was a time when if someone didn't understand what he said he wouldn't speak to anyone for the rest of the day. His speech is not like other 4/5 year old in his class. He'll say things like b b b b Apple, and if he says things like puppy it will sound like ubby and similar things like that.
I've always said he's a 'do-er' more then a talker so he walked from 8months and if you give him a task to do he'll do it no problem at all. If you asked him to fix or build someone he would try his best to have in done in no time.
I just wanted to see if anyone had been through anything similar and ask for some advise? I feel like I'm trying to get any help and trying everything for the best for him but it's just not working as well as I've been told it would.

Thanks for your reply, no I have never been told of an EHCP. I've never even heard of it until your comment. I just feel like I'm being fobbed off a lot by the school and the send teacher there if I'm honest.
He was meant to see the SALT once a week at the new speech school but I never get told what's happens or if she sees him and he can't tell me himself.
The speech school is meant to heavily do speech and language everyday with him but as said after 6 months being there, there is no difference.
Its to the point he's struggling academically now he can't read and can only write his name and mum and count to 8 and that's it.
I've talked about him maybe having ADHD or autism but wad dismissed by everyone straight away as he's good at eye contact and he's good at playing with other kids.

An EHCP is a legal document that includes DS’s needs and the provision (including SALT and other therapies) they require. It can ensure DS gets all the support he needs.

If you are in England, you should request an EHCNA (the needs assessment you first apply for before an EHCP is decided on). IPSEA and SOSSEN have lots of helpful information on their websites, including model letters you can use to request an EHCNA.

If you are elsewhere in Wales, they have a similar plan called an IDP. SNAPCymru has helpful information on their website.
