Does anyone have experience with applying for
An EHCP at age 13, then requesting for a mainstream
School within a different or neighbouring bourough

No experience, but if it's information you need, the process starts with asking for an EHC Needs assessment.

Does the current school think he needs an EHCP?

Thank you so much , I'm trying to work out once my son is assed whether I will be eligible to go to a school outside the borough but 5 mins from my home

In my area you can apply for schools in the neighbouring LA at any time, as there's an agreement between the two LAs. It probably varies from area to area but you could ask the school direct.

If the LA agrees to issue an EHCP, once the draft is issued, you can ask for your preferred school to be named on the Final plan.

The only reason the local authority can refuse the request is if:

  • The setting is unsuitable for the age, ability, aptitude or special educational needs (“SEN”) of the child or young person; or
  • The attendance of the child or young person would be incompatible with the provision of efficient education for others; or
  • The attendance of the child or young person would be incompatible with the efficient use of resources.

Information here:

But it sounds as though you're a long way off that yet. The whole process (assuming the LA agrees to assess to start with, and then agrees to issue an EHCP) can take 20 weeks.

If the LA refuses and you have to appeal, it can take months.

The LA can not refuse to name your preference just because it is in another LA. This applies to all LAs.

Some do.

Look at the Priory Group. Our son went to one of their FE colleges which was fantastic.

Information about schools may be found on the Local Offer of your LA and that of any neighbouring LAs.
