Starting school with allergies/health needs

My niece is due to start school in September and DSister is trying to plan ahead.
She has had some very complex health needs since birth with the biggest concern being a complex bowel condition, which can be flared up due to food allergies. She is being investigated for a connective tissue disorder which may pull a lot of different health issues under one umbrella. She needs immediate medical treatment when she becomes unwell as her digestive system essentially shuts down, and has had a number of periods of intensive care stay.

What kind of plan should be put in place around her health needs starting school? Does this meet the criteria for an EHCP application? We aren't sure because it is purely her health and no real impact on her education other than her missing periods of school when unwell. Is there another kind of plan we should be requesting that we aren't aware of?

A Health Care Plan should cover it.
the education, Health and family - so usually school (or Nursery), a parent, and either the HV (if doing before school) or school Nurse (if doing once at school) or a Nurse Specialist (if she has one) sit down together and go through the form.
It should include obvious things like name, dob, a photo (to make sure there is no mix up), then :
any diagnosis
symptoms to look out for - how would school staff know 'to be worried', what changes ? what does she look like ?
what to do when they notice these changes ? - is it a 999 situation, or a 'let Mum know at the end of the day', or 1001 options in between
Is there medication on school premises - if so where is it kept - how do they access it - who can administer it - is it a matter of seconds / minutes / within 10 mins / half an hour / sometime in the hour ?
What if there is no response / change - what then?

What are the triggers - what do they try to avoid?

Emergency contact numbers... and up to 6 alternatives.....

The Care Plan is very individual - the details will depend on what needs to be done, and the significance of the concern.

It needs to have express permission (because of GDPR worries) about how and where it can be displayed - obviously someone with a condition that could be life threatening, is likely to want it on display / readily available to all staff, wherever the child might be, but other families might want staff to be more discreet / it to be shared by fewer people.

A review date.

It probably doesn't meet the criteria for EHCP, in My experience.
