Accepted into ASD base then suddenly refused

I'd be grateful for advice, experience and views on this.
Will keep as short as possible.
Ds is year 6, starting comp in Sept, he was awarded a place in an ASD base for comp at the start of the year. This is also written into his statement.
Suddenly this week have found out the LEA had said he can't attend the base as it is full. His current school only found this out when trying to arrange transition meetings with the comp so no word about it to me or school.
I phoned the comp to find out what is going on and was told that they are not full but ds behaviour is too challenging for them.
LEA are offering a class in another school (not specialist asd). No supervision at break and lunch, which is vital for ds, this is where the majority of problems occur in the mainstream setting he is currently in. It's a bridge gap class which lasts for just 1 year.
The only asd placements where I live are a specialist school which ds is too academically able for and the unit attached to the mainstream which they are now refusing.
Ds fits the criteria for the base but when he was visited by the teacher that runs it he happened to be having a meltdown and needed restraining so that one meeting made her decide she didn't want ds attending and she is quite adamant about that. I have a big meeting about this coming up and really do not know what to do.
