What are social emotional and behavioural problems - what does it mean?

When a school cannot accomodate students with that, what do they mean?

It probably means they are being disruptive in class. The reason for their behaviour may be many and varied: ASD, sensory needs, problems at home, very bright and bored, adhd, substance misuse, low self esteem, eyesight problems not picked up, bullying.... A lot of these could be addressed with reasonable adjustments. Some children need more support than ms schools can offer. I straight 'we don't take these kids' would strike me as disability discrimination.

So it's in behaviour, an ASD diagnosis as such is not a problem, only if there are challenging behaviours or for example self harm etc

A child with ASD who is well supported is much less like to exhibit behavioural difficulties than one who isn't. So the question is how do they support children with ASD? ASD does not automatically equal SEBD.
