National Curriculum levels have stayed same for whole Key Stage

My 14yro son has been in a behaviour unit for the last 3 years (Key Stage 3) despite my arguments that there was something more going on. He has had backing from Consultant Psychologist, Paed, SALT, ED Psych and CAHMS to support that he is on ASD spectrum but still waiting for formal diagnosis. LEA have ignored it all until the new KS4 provision has failed because he acted up big time to get sent home saying the work was too hard. School dismissed it as more bad behaviour until re assessing him after my hysterics! His school report from KS3 unit in July said Level 4 for literacy, numeracy, science etc. but now they agree he is only Level 2! That's what he left KS2 with :( How can school not move him on whatsoever without asking why!? or realising that their strategies are not working and maybe the health professionals have a point?
Not sure what to do next....?

Are they saying level 2 for all three subjects? Which sub level?

Sounds as if they are really not meeting his needs and not communicating very well with you to boot.

If it is any consultation I suspect he probably is capable of much more, especially if the schools initial assessments were much higher. However if his needs are not being adequately met, resulting in awful stress and the subsequent meltdowns, undoubtedly it will make the work 'too hard'. His stress will make it very difficult to concentrate.

As to what to do? I don't know. Is Home Ed a possibility? Has he a Statement? If he has could you look into changing the named school? These people should be able to advise. Otherwise I would recommend posting on the SN boards for more traffic.
