23 month old stopped sleeping through and is taking up to 3 hours to sleep any advice???

My 23 month dd has always been a good sleeper 7-7 ish.
However recently she has started waking and taking a long time to resettle.
When she has woke in the past she has had a abeaker of milk and gone straight to sleep.

She has never slept in our bed even on the occasions she has been up poorly and we wanted her to, so we could get some sleep.
She as also always settled herself after milk and story.
However I have a ds (21weeks) he is no longer in our room, and I can not remember (due to tiredness and all days blurring in to one) if she started waking when he was in our room.
So... she goes to bed good, but wants me to sit with her or stroke her hair till she has gone to sleep (I dont have a problem with this)
Then she has started waking different times in the night, and comes to get in with us. If I take her back to bed she is ok with this,she does not cry or chat etc... just wants me to sit there till she falls to sleep. For some reason this is taking up to and over an hour or more sometimes. I normally wouldnt mind, but I am on edge thinking what if/when ds wakes to feed before she is asleep.(as often does) If we let her stay in with us, it is the same takes ages to settle and is a fidget, constantly falls out of bed so I am on edge hardly sleeping to stop her rolling out.
I am just very tired and wondered if anyone had any tips/advice to her getting back to sleeping through.

Dh thinks she is jealous as ds is in my arms most of the day in sling or just carried, and she wants my attention at night when ds is asleep.

I should also add dd and ds have had a cough and sniffles since before xmas. also looks like dd cutting some more teeth, but as she does not show any distress or tears on night waking I don't think its that.

How does she sleep in the day?

She used to have 2/2 and a half hours.
I have found it difficult to get her down for nap with ds not napping at the same time.
However we have layed on bed together to get her to sleep.
Or if I am out and about she will sleep in car or pram.
sorry waffling again. last few days she has had 1.5 hours.

My sister says she is out growing her naps, but I knnow she isnt, as she gets very grotty by tea time and as often fell asleep in her tea if she has not had a sleep in the day.
