2 or 3 night feeds at 9 months suggests baby is not getting enough calories in waking hours to last through the night. It's entirely possible at this age for baby to have 100% of calories through the day, and none at night. That's going to need you to fit in 3 extra milk feeds during the day.
I'd have a big focus on packing baby with calories through the day. Give it a few days/week of doing this and then night wean.
Early weaning (ie 6-9 months) is when it feels like having a newborn again - you literally spend all of babys waking time, feeding them.
You can do multi-course meals which mix finger food and spoon feeding, to maximise calories. Plus find times in the day to fit in frequent milk feeds but without reducing meals. An example meal:
1st course - Whatever you are eating, as finger food
2nd course - Savoury mushy food, spoon fed
3rd course - Fruit, as finger food
4th course - yoghurt, spoon fed
With regards to sleep, I think you have too long awake between naps. That may lead to being overtired and then reduce the length of the nap, and make it harder for baby to fall asleep.
A good approximation for for 2-nap days is 234. 2h awake from morning to first nap, 3h awake between 1st and 2and nap. 4h awake from 2and nap to bedtime. If this doesn't reach through to bedtime, add in a teatime powernap. So for example:
6.30am wake
8.30 - 10am nap
1pm - 3pm nap (is what you're aiming for)
(But if awake before 2pm then add in a 4.30-5pm pushchair nap)
7pm bedtime
