Hours to fall asleep

My almost 2 year old takes hours to fall asleep.
I've tried strict routine for months
No routine at all
Nap long /short
No naps
Removed any asleep association like milk straight before bed ect

But she will absolutely fight it
I normally sit with her as i was to Just leave the room she would be out of bed and would be up messing about until midnight
I have to constantly encourage her to lay down ect
Driving me up the wall. Some nights she's clearly over tired and struggles, tosses and turns others times she's just does not want to sleep

My go to for toddlers bedtimes is audiobook or CBeebies radio, volume low so they have to lie still to hear it...

Around half 12 as that's the time they all go down in nursery. At home it can be half one, duration for anything between 30mins to 1.5hrs. If she doesn't nap she's up multiple times at night due to being over tired.
I've tried audio books and soothing music but she just dances along or try's to search where the sounds coming from 🤦🏻‍♀️

Oh and she wakes between 7-8
I thought as she got older it would become slightly easier but she been like this since I can remember.
I wouldn't mind so much if she clearly wasn't tired but she is

I don't have any other good ideas, sorry! Reward sticker chart with a coveted new small toy if she manages 7 days in a row of "good" bedtimes?
