11 month old averaging 10 hours sleep in 24 hours

My little boy has just turned 11 months. Never been a good napper, but slept 7-7 from 6 weeks old, until 8 months. Then it went to pot... Flash forward and he point blank refuses to nap. I put him in his cot, he just plays and chats for ages or screams the house down. He usually only has about 15 minutes all day. I've tried all the sleep training techniques. Nothing works. Now he gets up in the night too and again sits playing in his cot, for at least an hour and a half, sometimes longer than 2 hours. Then gets up at 6. Anyone else have issues like this? Called the health visitors multiple times but not really much help. Is this normal for an 11 month old? Everything seems to suggest they need about 13-14 hours sleep in 24 hours. He never gets this.

Any ideas? This is still going on. The last few nights he has woken at 2.30 and stayed awake all morning.

He sounds like he could be overtired? Although how to actually fix that I couldn't help with... my track record for babies who sleep is 0/2.

Although I think 10 hours in 24hrs is still just about considered OK (basing this on the 10/12 month questionnaire which says [something along the lines of] "Does baby get at least 10hrs sleep in 24hrs")... and I do firmly believe that some babies need less/more sleep than others. My DC1 has never been a big sleeper and was always below the "recommended" amount of sleep for age.
Sarah Ockwell-Smith suggests that if baby is happy and well in themselves, then they're probably getting enough sleep for their needs, and not to stress about how much they "should" be having. How is your DS? Does he seem happy enough on the sleep he is getting?

Have you tried all the obvious things? Totally dark room, white noise, etc?

No advice but just support. My DS hasn’t napped from around 10-11 months, and rarely napped when he was younger than that.
Sleeps well at night though.
Every child is different so I wouldn’t worry

@Sleeplesssleepseeker I'm convinced he probably is overtired. I might have to resort to giving him bottles when he wakes up at night to see if that will work (which I know is frowned upon but I'm running out of ideas) . That's the thing.. He isn't too bad. He is giggly, silly and a bit crazy! Guessing overtired. He had about 7 hours last night and has now been awake since 2.30am. Maybe I should make his bed time later? If that's all the sleep he needs, I could try and convince him to wake up later. Because I can't run on a few hours sleep! Thanks everyone.
