Sleeping advice.

We have a 7 year old daughter and an 8 year old son. They are both homeschooled and seem to think that this means they don't have to sleep at a reasonable time. We have tried everything we can think of, so any advice would be great.
We have tried putting a film on (nothing too stimulating) reading to them / using reading apps. Playing relaxing calm music. We've tried wearing them out but they are always exhausted in the car (we don't let them sleep though)but when we get home they get a second lease of life.
We've done Lavender baths, lavender under their pillows. Our daughter will drink milk but our son won't. We always wake them early too. We really don't know what else to try and my husband and I are like zombies all the time.
Any advice would be great.
