13 weeks old and still wakes at least 6 times each night

My little one is 13 weeks old and for us sleep durations haven’t improved yet.
We have a set bedtime routine at 7pm of bath, then feed in bedroom in darkened environment before transferring to snuzpod once asleep.
But through the night we average at least 6 full wake-ups. I naively assumed that the stints he was asleep would perhaps gradually increase but we still seem to be the same.
Am I doing something wrong or is this normal? He’s my first baby.
When he’s awake it can be for anything from 20 mins to feed to up to a couple of hours - he’s not awake that whole time - he’ll be sleeping on me but then when transferred wakes so we have to start again. I wait for him to be fast asleep and do the arm test but often he still just seems to ‘know’ when he’s put down!
This week I’ve tried co-sleeping as I am reaching a point of exhaustion with normally a total of 4 hours broken sleep max. But sleep is still just as disturbed.
I EBF and offer both sides to ensure he’s full and take his lead.
Usually he’ll sleep 730-1030/11, but then wakes every hour and a half, sometimes much less.

Totally normal he's still incredibly little.

Co-sleeping, swaddling, warming where you're going to lay him down on can all help. Follow safe guidelines of course

Also dummies - I know people theorise about nipple confusion etc but I bf until dd was 9 months+ and she had dummies first few months and we had no problem as a result.

Don't make it harder than it needs to be.

There's nothing wrong with co-sleeping billions have done it for thousands of years perfectly natural thing to do.

It does get easier but 13 weeks in the overall scheme of things is no time at all
